The primary purpose of this position, Purchasing Requirements Specialist, GS-0301-12, is to serve as the Center's Subject Matter Expert (SME) for the quality review process for repair requirements.

Duties

Serve as the Center Subject Matter Expert for plans, management, and policies and procedures control interface between the Squadrons and the Contracting Directorate to assure adequate planning for review, preparation and processing of procurement packages within the repair procurement program. Perform effective management of work, associated with the PR/MIPR repair procurement program, for the Wing. Use management skills and a thorough knowledge of established DoD provisioning procedures, specific service supplements to those procedures, and the PR/MIPR systems used by the various submitting/receiving agencies to provide oversight for situations requiring special provisions or described only in general terms which call for experienced judgement. Conduct studies, plan, and review for the purpose of ensuring timely support to the using commands and provides necessary data feedback for management of resources and assets.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes use of concepts, principles, and practices relating to all repair procurement matters including the budget process and target formulation; assist with providing repair procurement policy and program direction to management officials, Inventory Management Specialists, procurement personnel and other required personnel whose responsibilities are associated with repair procurement programs; read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, purchase requests, MlPRs, etc., to accomplish tasks and resolve complex spares procurement problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles, and practices relating to all repair procurement matters including the budget process and target formulation. Knowledge to provide repair procurement policy and program direction to management officials, IMSs, procurement personnel and other required personnel whose responsibilities are associated with repair procurement programs. Knowledge of common Production management principles ·repair procurement, procedures, regulations, precedents, and guidelines. Knowledge of the different projects and programs related to the work associated with repair procurement PR/MIPR requirements. Knowledge of repair procurement management and data systems, particularly in the area of production management, supply management, financial management, and accounting and data processing. Knowledge of the ALC, AFOLSC, and tenant organizations' mission and workload including supply chain management and procurement procedures. Knowledge and skill in applying analytical and evaluative methods and techniques to spares procurement issues and implements changes or improvements to the business practices and/or work methods. Knowledge to conduct analyses- of PRs/MIPRs, for repair procurement, to identify trends, problem areas and plans, and coordinates and implements corrective actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking, standing, carrying of light objects may occur in the course of a normal workday. No special physical effort to perform the work is required. WORK ENVIRONMENT: The work is performed in a typical lighted, primarily performed in an office-like setting involving risks or discomforts which require normal safety precautions of an office-like environment. The work area is adequately heated, and ventilated.
