You will serve as a SUPERVISORY NUCLEAR WELDING CONTINUING TRAINING DEVELOPMENT MANAGER in the Welding Shop (Code 926) Production Resources Department Manager (Code 901), Production Resources Department (Code 900), of NORFOLK NAVAL SHIPYARD.
Duties
You will coordinate and modify the work plan to integrate with systems and work in other zones, including ships' force work.
You will lead and participate in Community of Practice related to your welding skill.
You will make numerous decisions concerning the shifting of resources to meet sudden changes.
You will coordinate the assignment of responsibility to subordinates to ensure compliance with regulations, level of proficiency, skill sets and equipment needs.
You will conduct training needs analysis to determine training requirements and ensure training administration functions are met including the issuing of emergent training bulletins and availability of training records for audit purposes.
You will evaluate all training and appraises the proficiency of each subject matter experts as required.
You will develop and maintain shop continuing communication plan with shop management, community of practice, and shop employees.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying nuclear welding trade knowledge to include methods, procedures, material, and processes.
Experience determining total resources requirement and allocations based on schedules and work s work sequences which often change significantly from year to year.
Experience identifying and resolving changing work situations which result in conflicts in work schedule due to sequence, space, mutually exclusive work, material, growth work, and other considerations.
Experience determining and providing resolution of operational and maintenance problems with shipyard and ship's personnel and keeping abreast of trade, technical, and administrative developments related to ship repair.
Experience identifying welding developmental and training needs of employees, providing or arranging for needed development and training.
Experience reviewing budgets for training requirement and tracking expenditures.
