About the Position: Serves as Paralegal Specialist for the U.S. Army Inspector General Agency.

Duties

Execute Freedom of Information Act (FOIA)/Privacy Act (PA)/For Official Use Only (FOUO) policies and procedures for Inspectors General Army-wide in accordance with applicable law, regulations and policies. Ensure the completion of actions are entered under congressionally mandated time limits, court order, and as directed by the Supervisor. Process requests for disclosure of Army Inspector General records pertaining to misconduct cases, fraud, and Whistleblower Reprisal investigations. Make legally supported disclosure or non-disclosure recommendations. Develop background information for presentation of the Army Inspector General's position in appeal cases resulting from denials of requested records. Prepare action memoranda and recommendations to obtain decisions on release of Department of Army Inspector General records.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must be able to pass Inspector General School.
  • One year trial/probationary period may be required.
  • Moderate to heavy lifting up to 10 pounds is required.

Specialized Experience: One year of specialized experience which includes conducting legal research and analysis of records; performing analysis of requests for information to ensure compliance with internal controls and/or laws; and preparing responses to requests indicating release determinations with supporting arguments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailLegal, Government and JurisprudenceReasoningWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
