The primary purpose of this position is to perform comprehensive planning functions covered by precedent, regulation, or policy for the installation's contingency and operations plans.
Duties
Develops broad strategies, guidelines, and procedures to conduct the comprehensive operations planning process that is conventional in nature but includes considerable variety and scope. Formulates, plans, and ensures operational plans development and associated actions necessary to fulfill requirements of higher headquarters directives and regulations.
Manages the Wing's Operational Plans Program. Develops, coordinates, and obtains approval for implementation of wing operation plans.
Maintains the 10th Air Base Wing Plans Program Guide. Responsible for maintaining the 10 ABW Plans Program Guide to ensure standardization in plans writing instruction.
Represents the Wing in a wide variety of planning functions at meetings, in working groups, and other situations. Represents the organization in discussions with a variety of management personnel, functional experts, tenants, and other entities.
Provides direct operational and technical support to the Crisis Action Team (CAT). Manages communications equipment within the CAT Operations Center and provides oversight of daily operations which may have significant impact on the installation.

- This position requires "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of such experience includes skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Working knowledge of pertinent laws, regulations, policies, and precedents which affect the management and use of the various plans programs and base support agreement program. Working knowledge of the major issues, program goals and objectives, work processes and administrative operations of the installation's organizations. Working knowledge of plans requirements and related support resources. Skill in exhibiting judgement and analyzing and evaluating the effectiveness of line program operations in meeting established goals and objectives.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of the structure and relationships that exist between the Joint Staff, the Air Staff, the combatant commanders, the component commanders, the AEF Center, the AF MAJCOMs, and AF bases in conducting Joint and AF planning, force deployment, and operations.
2. Extensive knowledge and skill in strategic planning, program planning, and program guidance directives. Highly skilled in the application of AF and Congressional executive directives and laws in developing plans, programs, and agreements. In depth knowledge of analysis principles, concepts, and methodologies, directives, concepts, procedures, guidance, and policy.
3. Highly knowledgeable in all aspects of wing support functions and their relationships; sound knowledge of base funding and POM funding procedures and their application to strategic planning, programs, and agreements.
4. Mastery skilled in analysis techniques in conducting research and gathering data to be able to assess the effectiveness of on-going or future programs; draw conclusions, devise solutions to problems, and identify changes and trends. Ability to develop strategic plans and programs execution milestones and timelines.
5. Skilled in leading cross-functional working groups in developing strategic plans, program plans, and support agreements. Highly skilled in communicating with working groups to gain cooperation in order to produce desired results.
6. Extensive knowledge of contingency and crisis management planning and execution principles and procedures and plans. Able to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy, including ability to establish effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
