The primary purpose of this position is to serve as the technical director of Air Force Tactical Exploitation of National Capabilities (AF TENCAP), Mission Support Division providing expert program management expertise for the development and integration of advanced/emerging technology space system prototype programs that meet AF and Joint Requirements.
Duties

Performs organizational representation and liaison with numerous DoD and other governmental agencies. Attends meetings, conferences, briefings, and seminars related to program planning. advanced space technologies, test/evaluation, and support of system concepts.
Manages short-term, long-term and technology transition programs from AF TENCAP. Attends meetings, conferences, briefings, and seminars related to program planning. advanced space technologies, test/evaluation, and support of system concepts.
Performs a broad range of space system Integration analyses for difficult to define, controversial, new, or novel systems/functions of national impact.
Assists in managing a team(s) of civilian, military, and contractor personnel to support tactical users via the exploitation or National technical means, rapid prototyping and acquisition of emerging technologies.

- Operational experience in Space or Air Warfare Operations Centers as well as operational experience in the applications of space towards warfighting capabilities is highly desirable
- It is highly desirable for the Incumbent to be familiar with the DoD acquisition process
- Experience serving as a program manager in the Nasional Reconnaissance Office or other National Agency, especially experience with space systems programs designed to meet operational requirements is highly preferred
- Will be required to act as Division Chief in the absence of the military chief
Qualifications
This position is designated as a key position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relived by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent, or the designated alternate, be removed from any military recall sta1Us. Selectees are exempt from Military Reserve or retired military recall status
The following items are highly desirable: experience in command, control, communications, intelligence and space operations (C31SR.); experience in Space and/or Air Warfare Operations Centers as well as operations experience in their applications; AF rated operations in fighter and low observable aircraft; familiarity with the DoD acquisition process; and working knowledge of AF and Joint Special Access Programs, including Air, Space, and IO.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge in Air and Space Operations, including extensive systems expertise in National Technical Means, to include National Reconnaissance Office, National Security Agency, National Geospatial intelligence Agency and Central Intelligence Agency systems background to include possessing an expert working knowledge of program management, rapid acquisition, budgeting, development of prototype capabilities for integration into National Systems, operational test and evaluation and a strong ability to identify future requirements and influence future national and DoD systems to meet requirements. Expert knowledge and experience developing and/or integrating specialized hardware/software with the ability to lead teams and originate new ideas, projects, and methodologies used by numerous agencies. In-de knowledge of the missions, roles, functions. organizational structures, and operations of DoD, AF, and organizations that govern, interface with, and/or influence the rapid acquisition process. Expert knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to conduction space software integration. Expert skill in planning, organizing, and directing the functions and staff in critical aspects of development and production support of systems, subsystems or equipment and to coordinate various aspects of technology systems program review, i.e. engineering, financial management, configuration, test, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. 4. Ability to communicate clearly, concisely, and with technical accuracy both orally and in writing to include negotiating with a wide variety of personnel and in demonstrating leadership and professional stature to participate in, advocate, and defend program and policy decisions. Ability to apply program management techniques in the evaluation of prototype systems. The incumbent must exhibit a high degree of sound judgment, initiative, resourcefulness, originality, and the ability to foresee the impacts of dynamic operational environments.
5. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding. Ability to plan, organize. and direct the functions and staff of a small to medium sized organization.
6. Expert knowledge in current USAF and Intelligence Community Special Access Programs/Special Access Required (SAP/SAR) efforts relating to Air and Space Operations programs to include ability to successfully integrate these programs across multiple classified requirements.
