About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC).
Duties
Analyzes demonstrated and potential work center capacity levels to determine available and average capacity execution requirements.
Identifies and recommends personnel increases or reductions in specific work centers to meet capacity and production needs.
Monitors numerous work center reports and data to evaluate work center productivity and efficiency.
Identifies and resolves short- and long-range capacity constraints within assigned work centers or Business Unit.
Determines initial plan and advises managers on needed adjustments to the Command and/or the Depot schedule.
Balances conflicting requirements of scheduling, work loading, machine utilization, and direct labor availability to obtain the most effective utilization of factory resources.
Formulates, compiles and provides analysis of pertinent production data e.g. work centers, plant equipment usage and factory capacity for various levels of leadership and internal and external customers.

Makes requests to the process planner for master route updates and develops and provides alternate routings when they are deemed necessary.
Acts as a direct communication link to shop production scheduler’s controllers and work center supervisors for all assigned production areas.
Advises first line supervisor and production supervisors of capacity constraints and requirements.
Creates and conducts briefings on apparent discrepancies with organization leadership and suggests corrective action and/or needed changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Completed Data Analytics level 1 with in 12 months of being brought on to this position.
Qualifications
This is a Permanent position. May be filled at the GS-11 or GS-12 grade levels. If selected at a lower grade, non-competitive promotion to the full performance GS-12 grade level is authorized.

Minimum Qualifications
Specialized Experience for GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as compiling data for reports on production and capacity; adjusting work center queues to ensure efficiency; and monitoring work center output to maintain production standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education for GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Economics or Marketing
OR
Combination of Education and Experience for GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as analyze production reports to develop corrective actions;develop material and labor cost estimates for manufacturing/and or other programs; coordinating production controllers and work centers for planning purposes; and compiling data for reports on production and capacity. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/GS-11).
