You will serve as a Program Manager within the Program Management Department (AA50000) Air, Warfare, and Special Mission Systems Division (AA52000) of the Naval Air Warfare Center Aircraft Division (NAWCAD).
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will lead, develop, and execute assigned program requirements necessary to support program milestone events.
You will develop program plans to facilitate fulfillment of requirements, fiscal adequacy, and planned progress.
You will identify and plan for the personnel and functional management support required to execute the acquisition strategy.
You will lead and/or participate on source selection teams, risk management working groups, and serve as a Contracting Officer's Representative (COR).
You will serve as the H-1 Digital Interoperability (DI) Integrated Product Team (IPT) Lead and will manage the DI program which contains hardware and software upgrades including Link-16 connectivity.
The incumbent will track requests for proposals, manage contract awards including technical evaluation generation and participation in negotiations, and assist in the generation of acquisition documentation.
The incumbent will provide advice and guidance on IPT related matters, including, but not limited to; budget, scheduling, acquisition, contracts, program management, test and evaluation.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives.
