You will serve as a PROGRAM MANAGER in the DIGITAL ANALYSTICS, INFRASTRUCTURE, AND TECNOLOGY ADVANCEMENT GROUP, WARFARE EFFECTIVENESS DEPARTMENT, of NAVAIRWARCENAC DIV.

Duties

You will serve as the WINN Team Lead directing and coordinating the efforts of a diverse team of over 50 team members (civilian, military, and contractor support). You will plan, program, budget and execute OMN and APN funding. You will develop and manage contractual efforts for the WINN IPT and serve as the TPOC for these efforts. You will liaise in areas of interim flight clearances, technical information, limitations and restrictions, weapon separation, safe escape, and weapons employment. You will respond to Fleet inquiries submitted via the NAVAIR Airworthiness website/Airworthiness Issue Resolution System (AIRS), and via email, phone, etc. You will serve as the respective Program Office’s Class Desk representative for weaponeering/flight clearance efforts.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) A detailed knowledge of weapon system acquisition, development and procurement processes as defined by DOD/NAVAIR instructions; 2) An in-depth knowledge of the theoretical and practical aspects of airborne weapon systems, and the analytic techniques of system analysis used to evaluate these platforms/systems; 3) An in-depth knowledge of air-launched weapon technical system engineering attributes, operational characteristics and their interrelationship to hardware and operational and support costs; 4) A thorough knowledge of the NAVAIR Airworthiness policies and procedures for the generation and maintenance of interim and permanent flight clearances; 5) The ability to lead and manage multi-disciplined team members within NAVAIR and at other organizations outside NAVAIR. Ability to skillfully navigate multi-level security environments.
