This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will serve as a budget analyst for one or more budgets for the US Transportation Command Headquarters Operations & Maintenance (O&M) budgets, Reimbursements, and Air Force Operations and Maintenance Execution Plans.
Duties
As a BUDGET ANALYST at the GS-0560-12 some of your typical work assignments may include:
Formulates and develops assigned portion of the USTRANSCOM appropriated budgets and Air Force Execution Plan.
Financial management oversight and execution of Appropriated Budgets, Air Force. Execution plan, and appropriations from other Department of Defense (DoD) organizations.
Provides financial advisory services to the USTRANSCOM Headquarters and JECC senior managers, Resource Advisors (RAs) and staff.
Develops programming/budget policies, procedures, and interpretations of legislation for use by the organization's journeyman budget analysts, resource advisors, and staff.
Prepares and/or assembles information in support of formal presentations of budget requests and reviews before OMB and/or Congressional Committees.
Analyzes and inputs large quantities of data in systems or spreadsheets.

- Suitable for Federal employment determined by a background investigation. Employee must obtain/maintain a Non-Critical Sensitive / Secret Security Clearance

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector as listed below:
Applying budgetary methods, practices, procedures, regulations, precedents, policies, and guidelines.
Analyzing and inputting large amounts of quantitative data to ensure accuracy and consistency of budgets.
Presenting, developing, justifying and executing budgets and financial plans to properly fund and meet resource requirements.
Monitoring the validity of budget assumptions to actual operations and developing recommendations for changes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
