This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As an Information Technology Specialist, you will be managing complex IT projects over multiple stages of the technology life cycle and project management with emphasis on the development of high-level policy and planning for IT systems.
Duties
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.As an Information Technology Specialist, you will:
- Interpret policies, procedures, and strategies governing the planning and delivery of services. Take a leadership role and provide expert advice in managing acquisitions, including: (a) gathering requirements; (b) developing statements of work or objectives; (c) evaluating proposals; and (d) managing the contractual life cycle. Evaluates and makes recommendations on new IT developments, applications, and emerging technologies.
- Take a leadership role in managing IT projects, ensuring proper and timely completion of all aspects of complex application projects including: (a) working with users to identify objectives and specifications; (b) evaluating hardware and software options; (c) planning, designing, developing, testing, implementing, and documenting systems; and (d) evaluating performance of the system after implementation.
- Establish and maintain communications with stakeholders, mission partners, and end users regarding pertinent technical infrastructure activities.
- Conduct feasibility studies and trade-off analyses to satisfy technical requirement.
- Conduct research, evaluate proposals, and provide advice to senior managers for IT acquisition hardware, software, and services. Keep abreast of technical innovations and standards for future system incorporation.
- Serve as Contracting Officer's Representative (COR) on IT acquisitions and contracts as appropriate to the position, develop and maintain IT contract and procurement tracking, and develop cost estimates for new or modified procurements and contracts.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes BOTH of the following:
Experience working with classified information systems (i.e. JWICS), applications, network, server and desktop virtualization infrastructure, and security practices such as STIG compliance and reporting; AND
-Project management experience with hardware/software upgrades, developing project plans using Agile Methodology, providing technical solutions, and implementation of security policy and compliance management.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes the following:
-Project management experience with hardware/software upgrades, assist with developing project plans using Agile Methodology, providing technical solutions, and implementation of security policy and compliance management.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.
