This position is located within the Joint Executive Directorate for the Office of the Legal Adviser and the Bureau of Legislative Affairs. The Office of the Legal Adviser advises and represents the Department of State on all international and domestic legal policy issues. It provides legal counsel and advice on all domestic and international law matters that arise in the Department, including those implicating national security, trade and investment, the environment, and human rights.
Duties
Plans, formulates, obligates, and expends funds and is the technical authority on budgetary program requirements.
Presents budget requests to higher budget-approving authorities in the Bureau of Budget and Planning.
Designs and develops back-up materials and recommends strategies for presenting the budget for important substantive programs.
Develops and prepares detailed strategic and background documentation and justification for all assigned budget requests, presentations, and submissions.
Serves as a Team Leader for Budget Analysts in the bureau.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing budget processes and strategies of budget presentations to develop and consolidate or edit budget justifications and reports for the use of the Office of Management and Budget (OMB) and Congress.
Experience interpreting complex legislative and regulatory policy guidance to determine the effects on the organization's budget and programs, provide advice and guidance to budget and management personnel.
There is no substitute of education for specialized experience for the GS-14 position.
