You will serve as a SECURITY SPECIALIST in the Flag Administration Directorate (Code N002) of COMNAVSURFLANT.
Duties
You will be the central point of contact and the subject matter expert for CNSL in the areas of Department of the Navy Personnel Security Program Regulations, the proper management of NATO holdings, and Security Management issues.
You will provide authoritative information and assistance to the Security Manager on personnel security policies and related issues.
You will manage all personnel security areas including program access requests, clearances, polygraphs, courier authorizations, badges, passports, identification cards, etc.
You will develop and implements procedures to ensure all assigned personnel who handle classified material are appropriately instructed, cleared, and have a need for access.
You will review and evaluate background investigation reports to determine security eligibility for access to sensitive information, material, resources, or work areas.
You will plan, develop, coordinate and implement required security policies and procedures throughout CNSL.
You will review required Security evaluations of command personnel to determine individual security consciousness, and any changes in their behavior or personal activities that may affect their eligibility for access to classified information.
You will review security directives disseminated by higher authority and updates/revises CNSL directives to comply.
You will schedule inspections, identifies deficiencies and develops plan of action for correction.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Travel, as much as 10%, within CONUS is required. Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers.
- You will be required to perform your duties at a variety of job sites within commuting area.
- You will be responsible to transport in an expeditious manner between job sites in the local area of your permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You must obtain Security Fundamentals Professional Certification (SFPC) within two years of employment. Other security certification may be considered to support standard of excellent rating and performance Individual Development Plan (IDP).
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience reporting and briefing the Security Manager of security concerns that may involve extensive actions within the command.
Experience performing security assessments with subordinate commands as a means to ensure security readiness with the fleet.
Experience representing the Security Manager in his absence when required.
Experience managing the Insider Threat program, update the command with any training and policy changes, and make reports as required both locally and to subordinate commands.
Experience maintaining disclose when handling private and personnel security awareness notifications.
Experience hold training and assist visits with subordinate commands, ships, and staffs on the utilization of Defense Information Security System (DISS) and National Background Information Services (NBIS).
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience reporting and briefing the Security Manager of security concerns that may involve extensive actions within the command.
Experience performing security assessments with subordinate commands as a means to ensure security readiness with the fleet.
Experience representing the Security Manager in his absence when required.
Experience managing the Insider Threat program, update the command with any training and policy changes, and make reports as required both locally and to subordinate commands.
Experience maintaining disclose when handling private and personnel security awareness notifications.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Possession of a Ph.D. or equivalent doctoral degree
OR
Successfully completion of three full years of progressively higher-level graduate education leading to such a degree.
OR
Possession of a LL.M. if related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
GS-09
Successfully completion of master's or equivalent graduate degree
OR
Successfully completion of two full years of progressively higher level graduate education leading to such a degree
OR
Possession of a LL.B. or J.D., if related to position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
