You will serve as a SECURITY SPECIALIST in the OFFICE OF THE COMMANDING OFFICER of NAVAVNFCSTCEN.

Duties

You will advise and provide technical oversight for regulations, manuals, and guidelines to ensure effective discharge of SSR duties and responsibilities. You will certify and receive SCI visitor clearances and accesses. You will report and investigate any unauthorized disclosures of classified intelligence information. You will plan and carry out reviews of security programs at subordinate activities. You will be required to possess expert knowledge of management principles, theories, practices, techniques and methodology with emphasis in data base management, risk management analysis, and workload analysis. You will provide technical assistance and guidance to the Assistant Command Security Manager. You will advise and provide technical oversight to the Information Security Officer. You will advise and provide technical oversight to the Physical Security Officer. You will advise and provide technical oversight to the Special Security Representative. You will administer and manage the Command Industrial Security Program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience and knowledge planning, developing, coordinating, and implementing required personnel security policies and procedures. 2. Experience and knowledge in verifying eligibility for access to classified information and experience in conducting military and civilian background investigations. 3. Experience understanding and developing procedures to ensure all military and civilian personnel who handle classified material are appropriately instructed, cleared and have a "need to know" access. 4. Experience and understand the appropriate procedures for granting and denying security clearances. 5. Experience and knowledge on physical security survey's, inspection and assessments and verifying compliance with established policies and procedures.
