Serves as a Technical Specialist with responsibility and accountability as a technical authority and advisor covering a wide range of technology and applications (e.g., measurement and control, information and integrity review, financial, human resource, portal infrastructure, quality assurance (QA), enumeration, data exchange, annual wage reporting, and systems for the correction and use of earnings data).

Duties

Serves as a principal planner and advisor to Systems’ top management, working with senior technical and managerial representatives in the development of Systems-wide directives, standards... [cont'd] specifications, policies, implementing strategies, management guidelines, procedures, or practices and/or in new developments and advanced techniques in a specialty area. Designs and conducts comprehensive agency-wide studies and evaluations, and plans, organizes, and directs studies to develop long-range... [cont'd] (e.g., 5 to 10 year) information technology (IT) forecasts and recommendations affecting broad areas of future operations. Chairs agency committees concerned with equipment acquisition; serves as IT expert on interagency or national committees, boards, and working groups... [cont'd] concerned with implementing state-of-the-art automation advancements; or coordinates the efforts of ad hoc groups working on special development projects. Serves as project leader for advanced system software/hardware project efforts; directs development of overall plans, criteria, and programming... [cont'd] specifications; coordinates project efforts in accomplishing the work; and integrates efforts with other projects underway.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies: must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and responds appropriately. Problem Solving - Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include three out of the following four indicators below: Experience performing systems requirements engineering, software development, software validation or software testing, Experience leading a team in the planning, analysis, development, or validation of a major programmatic application system, Experience obtaining input from peers or subordinates and using the information gathered to make a technical recommendation to management, Experience providing technical direction and establishing priorities for staff or peers The specialized experience is REQUIRED and must be explicitly documented/described in your resume, or you will be disqualified from further consideration.
