Duties
Provides expert guidance and technical support to IT specialists regarding the requirements analysis, design, programming, testing, and implementation of existing and proposed data management systems.
Monitors data performance, file organization and structure, file management, mass storage management, backup and recovery of data, and data systems security.
Coordinates with IT specialists to ensure that DFAS developed software applications are compatible with data systems.
Evaluates and analyzes impact of proposed new systems and system change requests to existing operational systems.
Interacts and works closely with IT specialists in a team environment and integrates the work of others to ensure project completion.
Approaches proposed applications in a systematic manner and applies analysis techniques to determine the scope and classification of software and hardware problems.

Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience as a Database Administrator (DBA) in a mainframe and/or Mid Tier environment; providing development, implementation, operation, and system modification expertise of an organization's major automation information systems and software; experience using, Common Business Oriented Language (COBOL) and/or Oracle PL/SQLDatabase programming languages to analyze causes of failure and to identify and implement appropriate changes; participating in system requirement reviews and testing.
