You will serve as a Supervisory Program Manager in the DON SBIR/ STTR Program Division, Code 00B31 of OFFICE OF NAVAL RESEARCH.
Duties
You will provide policy guidance to SBIR program administering offices and other participants in the programs.
You will provide procedural and administrative guidance to all participants for the entire SBIR process from initial topic generation through project completion and reporting.
You will oversee the Department of Navy's Program.
You will manager communication and Interactions.
You will work closely with the Office of the Secretary of Defense and ASN organizations responsible for small business participation.
You will conduct fiscal resource planning and management.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1.) Identifying and recognizing promising technologies and their possible application to naval acquisition programs; 2.) Managing resources (staff and funding) in the context of program and financial policies; 3.) Applying skills in fact finding, analytical and problem-solving techniques; 4.) Developing technology development and/ or acquisition policy development, planning, managing, execution, including, broad insight into national, DOD, DON, and ONR goals, objectives, problems and programs; and 5.) Communicating effectively both orally and in writing.
