About the Position: This position is with the Defense Health Agency, Tripler Army Medical Center (TAMC), Directorate of Resource Management, Honolulu, Hawaii.
Incumbent serves as Manpower and Management Analyst responsible for the areas of manpower and force management, manpower staffing criteria, analysis and approval process, distribution and documentation of manpower resources, various support agreements, Position Control Roster management, and timekeeping administration for TAMC.
Duties
Maintain Table of Distribution and Allowances (TDA) and Mobilization TDA or similar manpower database for an organization.
Prepare reports from Manpower databases (i.e. FMS Web, MEDTAADS) for staffing requirements and plans.
Maintain a time and attendance database system for employees of an organization to ensure personnel are being coded for attendance.
Manage In processing and out-processing of assigned personnel into or out of command-level data systems.
Provide manpower recommendations for realignments or reprogramming to assure continued mission accomplishment.
Perform command-level responsibilities to verify all Requests for Personnel Actions (RPAs) initiated within the organization.
Interpret regulations that affect current automation, security operations and Position Control Roster (PCR) management for assigned personnel.
Coordinate with lead personnel to review cost estimates, agreement validity, and stewardship of resources.
Review proposals for manpower adjustments in the capacity of a HQ or command-level resource management representative.
Prepare appropriate documentation of findings to support manpower recommendations via written and oral presentation.
Prepare standard operating procedures relative to system operations to ensure utilization and standardization occurs.
Prepare correspondence to inform all affected parties of the facts, agreed upon resolutions, outcome of costs analysis and interpretations of policy and regulatory guidelines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as moderate risk involving Public Trust (Tier 2). Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This position has been designated Mission Essential. In the event of severe weather conditions or other emergency situations (natural or man-made disaster) the incumbent is required to report to work or remain at work to support mission operations.
- This position requires Temporary Duty Travel (TDY) up to 5%.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration,

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration,
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
