About the Position: This position is with the Defense Health Agency Hawaii Market, located at Tripler Army Medical Center, Directorate of Resource Management.
Tripler Army Medical Center is a tobacco-free workplace. Tobacco products include, but are not limited to, smoking, smokeless tobacco, and electronic nicotine delivery devices.
Duties
Conducts in-depth and comprehensive management studies and health data analysis in order to develop recommendations regarding strategic performance and improvement for a variety of hospital functional areas.
Conducts analysis requiring a thorough knowledge of interrelated medica land administrative functions of the command, as well as operational knowledge of the impact and need for coordination with operating, headquarters, and staff organizations.
Develops strategic healthcare business and healthcare readiness performance plans for future fiscal years and assists with monitoring and improving current FY plans in compliance with MEDCOM and DHA guidance.
Assist in developing recommendations in accordance with DoD and DHA standards and regulations with appropriate research to determine financial and manpower impacts on future funding levels.
Assist in preparing statistical analyses and studies to be used in meetings/conferences of technical, professional and management personnel, as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must obtain and maintain a National Agency Check with Inquiries (NACI)investigation.
- This position requires screening for required immunizations and for evidence of tuberculosis.
- This position requires travel up to 10% of the time.
- FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

GS-09Specialized Experience: One year of specialized experience which includes 1) Updating Manpower documents or databases; 2) Assisting on providing advice and recommendations to aid in developing Manpower and resource management plans; and 3) Administering automated systems for business operating functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finances, or operations management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11Specialized Experience: One year of specialized experience which includes 1) Conducting manpower model analysis by evaluating data from Human Resources, financial, and Manpower databases; 2) Develop reports that analyze the effectiveness of established policies and processes; and 3) Provide written and/or oral presentations to aid in Head Quarter or command-level decision-making process and performance planning. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
