This position is located in the Talent Services and Systems Division, Human Capital Directorate, Chief Operating Officer.

Duties

This position serves as the Supervisory Management and Program Analyst within Human Capital Directorate (HCD). The incumbent works under the direct supervision of the HCD Chief, Human Capital Officer (CHCO). The incumbent provides program and project leadership and technical and operational expertise, regarding HCD programs and related projects within the Library of Congress' (LOC) HCD office.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to supervised and lead a diverse workforce. ** Ability to lead, plan and direct the implementation of human resources information systems. ** Ability to lead, manage, and oversee the administrative and operational programs of an office. ** Ability to collaborate. Ability to communicate in writing. Ability to communicate effectively other than in writing.
