Duties

As a CHIEF, PLANS DIVISION at the GS-0301-15 some of your typical work assignments may include: As a senior planning subject matter expert accomplishing broad analytical efforts impacting DTRA's development of plans, strategy, doctrine, programs, policies, procedures, and capabilities related to the CWMD mission set and national security strategies. Coordinate with both the USG Interagency and international communities on countering weapons of mass destruction. Develop strategic direction and integrates the Agency's combat support mission within these communities by participating in the problem-solving process through negotiation, compromise, or development of suitable alternatives. As an Agency technical authority to integrate DTRA's support to assigned NDS priorities and Combatant Commands (CCMD). Develop a strategic vision for engagement with assigned CCMDs and advises senior leadership and colleagues by visualizing, formulating, planning, and coordinating a strategic direction for the Agency that provides for linking other organizations of the Federal Government, as well as State and Local governments, non-governmental organizations (NGOs), allies, and other international organizations. Ensure all aspects of the countering WMD mission are appropriately included in the development of strategic, budgetary, and programmatic policies and plans. Provide expert advice on decisions and recommendations on major Agency programs and organizational structure that affect the DTRA mission. Leads the team developing, coordinating, staffing, and presenting DTRA positions on CWMD-related Opportunity Analysis/Design Thinking products affecting the Office of the Secretary of Defense (OSD), Joint Staff, CCMDs, DoD Components, Military Services, and other Defense Agencies. Leads the team managing the Agency's Requirements Process and serving as the technical experts on all matters pertaining to the requirements validation processes and associated timelines. Exercise supervisory responsibility over civilian and military personnel; and, oversees the execution of tasks by contract personnel.

  • Subject to pre-employment drug testing and periodic random testing thereafter.
  • Position requires final Top Secret, based on a Single Scope Background Investigation (SSBI). The position also requires access to Sensitive Compartmented Information (SCI). SSBI must be favorably completed or updated within the last five years.
  • Travel CONUS/OCONUS in the performance of temporary assignments may be required up to 20% of duty time

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Applying a globally integrated perspective on joint planning that ensures regionally focused plans take into account both WMD (Weapons of Mass Destruction)-related concerns and objectives of other CCMDs (Combatant Commands) to effectively counter adversary activities within their AOR (Area of responsibility). Using analytic products that identify opportunities to disrupt or deny WMD pathways to specific threat actors, their proxies, and other threats of strategic interest Analyzing and interpreting national-level strategies and warfighting plans through the lens of the evolving threat environments Applying a "risk-to-mission" approach to maximize the cumulative effect of the agency's operations, activities and investments to enable CCMD objectives and reduce risk within the operating environment Countering Weapons of Mass Destruction (CWMD) through the use of US national strategy (to include the DoD Strategy) Using the Joint Strategic Planning Process to provide CWMD support to any of the following: Office of the Secretary of Defense, the Joint Staff, the Services, the CCMDs, and other DoD and Federal agencies for campaign and contingency planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
