This position is part of the Defense Human Resources Activity Headquarters Division. The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

Duties

As a EXECUTIVE OFFICER at the GS-0301-13 some of your typical work assignments may include: Serves as Executive Officer for the center Director, functioning as a key civilian member of the Executive Office Staff, and provides assistance to the Centers' Director, Deputy Director, and Chief of Staff, relative to the formulation and executive direction of Directorate administrative programs. Formulates and recommends to the Centers' Director, Deputy Director and/or Chief of Staff administrative policies, procedures, and regulations having application throughout Centers' and other DoD-wide governance structures, coordinating formulation with the advisory, administrative, and technical staffs to determine and evaluate needs, obtain opinions, and anticipate results of implementation. Performs special assignments for the Centers' Director, Deputy Director, and/or Chief of Staff, including organizational reviews of mission and functions, restructuring, linking organizational and individual performance management, and results-oriented management initiatives within the Centers'. These assignments frequently involve extensive personal contacts with DoD Component Directors, Centers' Directors, and other top management officials at the technical, advisory, and administrative staff levels at OUSD (P&R) and other agencies. Serves as the chairman of formal and informal committees and working groups as required to resolve administrative and programmatic issues. Tasks colleagues to accomplish various actions on behalf of the Centers' Director and Chief of Staff. Represents the Centers' Director, Deputy Director, and/or Chief of Staff at meetings of Federal agencies or community organizations. Serves as primary action officer for special liaison with other federal agencies and political bodies. Arranges special meetings and briefings of personal interest to the DMDC Director, Deputy Director, and/or Chief of Staff. Relieves the DMDC Director, Deputy Director, and/or Chief of Staff of a multitude of details by exercising managerial authority in the form of coordinating, reviewing, and evaluating the effectiveness of administrative and operating policies, regulations, and procedures of the organization. Assures that essential work continues during absences of the Centers' Director, Deputy Director, and/or Chief of Staff by taking appropriate administrative actions.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Reviewing incoming correspondence before submission to senior executives for signature, ensuring proper action was taken and all correspondence guidance and procedures were met. Identifying, measuring, and determining the possible impact of proposed legislation and regulatory changes on the agency's programs and policies, and advising senior executives on your findings. Using an automated task management tracking system, such as Congressional Hearings and Reporting Requirements (CHARRTS), Task Management Tool (TMT) and/or Correspondence and Task Management System (CATMS), to provide status and input on Congressional inquires, Inspector General (IG) level complaints, and Legislative proposals. Coordinating, reviewing, evaluating, and advising on the effectiveness of administrative and operating policies, regulations, and procedures of a division or agency. Providing oversight and approval on administrative actions such as, time and leave, travel, extended leave, overtime, and the management of executive calendars. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
