Duties
As an SUPERVISORY PROGRAM SPECIALIST (Regional Chief of Staff) you will be responsible for the following duties:
-As Regional Chief of Staff, you will be responsible for assisting with all phases of leadership, strategic direction, contractor oversight and delegated authority over the subordinate staff within the region.
- Responsible for Administration, Policy, Standards, and Communications in accordance with higher level guidance. Establishes, revises, or reviews policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment.
- Responsible for supervising, managing, planning and directing several support staff that directly contribute to the successful achievement of Field Operations' mission within the region.
- Coordinating with Field Operations HQ and other internal organizations to maintain effective communications and represent regional interests.
- Establish goals and objectives, determine guidelines and priorities, resolve funding and staffing problems. Supports goals and objectives that integrate planning & integration objectives.
- Provides authoritative advice and consultation to all levels of management on matters relating to business administration and operations, budget, travel, discipline, and requirements of the organizational segment under the incumbent's supervision.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grad GS/GG 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
-Ability to develop short and long-range plans to address strategic guidance or projected changes in policy or functions.
-Recommending and/or establishing procedures, preparing instructions and directives, and initiating necessary action to effectively implement and attain program objectives.
-Ability to assesses resources and funds expenditures, contract preparation and annual budget forecasts, authorize training and travel expenditures, and identifies where results do not justify costs.

Substitution of education may not be used in lieu of specialized experience for this grade level.
