This position is in the U.S. Department of Labor (DOL), Veterans Employment and Training Service (VETS). The incumbent serves as the Director of the Office of Strategic Outreach (OSO), responsible for overseeing the work of OSO and leading strategic outreach and communication activities on behalf of VETS.
This position is outside the bargaining unit.
This is not a virtual position.
Duties
Oversee and direct engagements and partnerships with other Federal agencies, state and local governments, private sector employers, unions, trade associations, institutions of higher learning, non-profit organizations, Veteran Service Organizations, Military Spouse Organizations, and other related stakeholders.
Direct the support of outreach, public awareness, and recruitment efforts for VETS programs.
Direct the Veteran Employer Outreach Program and related employer engagement and partnership activities.
Manage efforts to educate employers on how to partner with agency programs and utilize the employment services offered by American Job Centers.
Develop and implement strategic industry and sector-based hiring initiatives and work to formalize related employer partnerships to achieve measurable results.
Formulate broad communication visions, messages, goals and objective based on analysis of trend, comparative, and report data relating to veterans and programs addressing the needs of the agency's stakeholders.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.

Qualifications
You must meet the Specialized Experience to qualify for Supervisory Management and Program Analyst, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience: You must meet at least three of the following:
Experience developing policies, plans and directing activities designed to meet office requirements and objectives.
Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Experience serving as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies.
Experience working with Federal Agencies in drafting rule-making language that reflects agency leadership input and legal review.
