To serve as an Operations Analyst, providing rotary wing aviation
program support to Air Force District of Washington Helicopter Operations Division -AFDW A3H.
Duties
Plans, organizes, and participates in the activities of the Helicopter Division.
Develops goals and objectives that integrate organization and Air Force District of Washington objectives. Establishes, revises, or reviews policies,
procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or
barriers to mission accomplishment, promote team building, implement quality improvements, or in response to
concerns with regulatory compliance and/or customer requirements.
AFDW Helicopter Aircrew Training Program/Administer AFDW Flying Hour Program.
Performs as an action officer at the MAJCOM level.
Administer AFDW Helicopter Aircrew Life Support Training Program.

This is a Key position. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis, Program Analyst, GS-13, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects of agency level plans, 11 series flight regulations and life support regulations; knowledge of flight training requirements to include basics of what training is required and what organizations are necessary to work with to arrange the training events. Knowledge of the relationship of the various agency entities involved in overall planning and execution of operations. Knowledge of National Capital Region missions involving agency's to include Continuity of Operations (COOP) plans, NORTHCOM Plans and Defense Support to Civil authorities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of concepts, principles, and practices relating to area of specialization; Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines.
Rated experience in rotary wing operations and knowledge of safety and security regulations, practices, and procedures. The ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Skill in written and oral communication techniques to explain, justify, and clearly present ideas and findings of a variety of issues in a logical manner to senior officers; also prepare presentations, analysis and clear, concise reports for senior decision-makers complicated by short deadlines and limited information.
Skill in dealing with MAJCOM-level decision makers to include General Officers and their immediate staff. Skill in interacting with a diverse range of specialists, experts, and professionals in the same or related fields. Ability to manage several MAJ COM-level projects simultaneously while meeting established suspenses.
Knowledge, understanding, and ability to interpret UH-IN and other rotary wing flight regulations and publications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
