The primary purpose of this position is to serve as the RAF/Al Senior Analyst for Military Leave and Compensation Policy with the full scope of responsibility for the military benefit and to advise Air Staff directorates, Major Commands (MAJCOMs,) Combatant Commands (COCOMs,) field operating agencies on compensation and leave policy and guidance.
Duties
Manages the Air Force Leave Program and serves as the Air Force Functional Area Manager for all compensation and leave-related programs, policies and issues. Researches legal, executive and Federal Code in the development of policies and instructions for the management of effective and consistent accomplishment of all Leave and Liberty Programs throughout the Air Force.
Advocates for Air Force Compensation funding in support of senior leader initiatives and the Al Strategic Plan. Collaborates with high level stakeholders, performs detailed financial analysis and informs leadership of budgetary impact of proposed compensation policy changes.
Develops policies plans, doctrine, concepts and standards for the compensation of Uniformed Air Force Personnel. Assists AlPA action officers to develop future strategic plans.
Represents the AF Compensation and Entitlements Program with a wide variety of internal and external officials. Establishes, develops and maintains contact with officials from the Air Staff, Secretariat, Sister Uniformed Services, NOB, Air Reserve Personnel Center, Major Commands, GAO, Office of the Secretary of Defense, Sister Services, Air Force Personnel Center (AFPC) Air Force Accounting and Finance Office (AFAFO) and Defense Finance Accounting Service (DFAS).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of and skill in applying Federal compensation and leave policies, programs and policy requirements. Expert knowledge of military unified and joint command structure, missions, programs and relationships. Skill in maintaining policy for a wide range of compensation and entitlements programs and responsiveness to changes in mission and business practices. Ability to effectively communicate complex concepts to audiences with widely varying degrees of familiarity with the subject matter. Ability to effectively develop and deliver an informational or persuasive briefing/speech, negotiate/resolve complex issues; and manage simultaneous tasking in collaborative mission-oriented environment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of policy, practices and integration of multiple processes and organizations and implementation of funding, acquisition and fielding. Extensive interpretation and understanding of the interoperability of these broad guides are required to refine or develop specific guidelines and procedures.
2. Knowledge of a wide range of concepts, principles, practices relating to financial management and budget execution; familiarity with DoD's Planning, Programming, Budgeting; and Execution System (PPBE).
3. Knowledge of lnformation Systems data collection and analysis tools, and the ability to analyze data and trends to administer military leave and compensation programs.
4. Skill in applying analytical and evaluative techniques to lead and manage requirements such as organize, research, identify, collect, prioritize and integrate facts from diverse sources, draw conclusions, conduct analysis, develop and direct process-improvements, implement recommended solutions, and inform senior leader decision making.
5. Ability to effectively communicate complex concepts to audiences with widely varying degrees of familiarity with the subject matter and articulate policy positions to White House, Congressional members and staff, other government officials to include DoD and Air Force senior leaders.
6. Ability to integrate into applicable program areas all applicable public laws, federal, state, DoD, joint & Air Force operational doctrine, policy, principles and/or directives regarding military compensation and leave programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
