The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Plans and Mobilization Division, responsible for developing, interpreting, and implementing policies, executing authorities, developing guidance, standards, and processes for the division's mission.

Duties

Plans, organizes, and directs the activities of the Deployments/Mobilizations Branch and the OPLAN/Force Generation Branch. Exercises supervisory personnel management responsibilities. Represents Plans and Mobilization Division, to include the Deployments and Mobilization program, OFAMO program, OPLAN/Force Generation program, and the GFM programs, to the USAF, OSD, DoD agencies and leadership, other Federal Government entities, and industry organizations. Manages special Plans and Mobilization Division projects by identifying opportunities, coordinating and obtaining approval for project planning, scheduling division resources, evaluating data, and presenting briefings.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of MAJCOM level plans and programs for conducting major operations. Expert knowledge of SecDef/Air Force mobilization policy/guidance planning processes; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning and execution of military operations and evaluations. Comprehensive knowledge of Global Force Management process to include CCDR OPLAN sourcing to include adaptive planning and the joint operational planning and execution system processes as they apply to operations planning and execution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of MAJCOM level plans and programs for conducting major operations; Expert knowledge of SecDef/Air Force mobilization policy/guidance planning processes; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning and execution of military operations and evaluations. Comprehensive knowledge of Global Force Management process to include CCDR OPLAN sourcing to include adaptive planning and the joint operational planning and execution system processes as they apply to operations planning and execution; Skill in designing and conducting comprehensive force management analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or long term in nature and generally involve mission planning and execution. Ability to plan, organize, and negotiate effectively with senior analysts, military officers, and management to accept and implement recommendations, where proposals involve critical and substantial resources, and require extensive changes in established concepts and procedures; Ability to interpret and de-conflict frequently conflicting guidance from multiple sources; transforming it into clear, concise, and easily understood guidance. Must analyze multi-faceted, complex situations, develop courses of action for execution with impacts, and implement directed actions upon approval. Ability to draw together diverse concepts; communicate effectively, both orally and in writing; negotiate and mediate complex issues; and maintain good working relationships; Detailed knowledge of Joint and Air Force doctrine, adaptive and crisis action planning, and operational concepts. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Knowledge of safety and security regulations, practices, and procedures. Ability to negotiate to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures; Ability to prepare briefings and correspondence suitable for general officer consumption. Ability to brief general officers up to the 4-star level, Congressional, or Adjutant General Delegations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
