The incumbent is responsible for strategic workforce planning, analysis, and performance assessment for a variety of agency Human Resources (HR) programs. Work assignments involve supporting the accomplishment of Department Of Justice and Justice Management Division program goals and objectives by integrating them into long-range Human Capital, Workforce Planning, and HR business plans and workforce requirements.

The duties and responsibilities for a 0343 Program Analyst generally include, but are not limited to, the following:
Analyzes existing policies, practices, and procedures; originates and revises policies and procedures; performs program evaluation, and provides expert advice in the solution of complex human capital and workforce planning problems.
Evaluates the content of new or modified OPM and DOJ guidance, determines impact upon Agency programs and resources, and recommends changes, expansion, or revisions.
Develops and implements strategic human capital plans, programs, goals, and objectives to improve business operations.
Devises and recommends integrated approaches to human capital management, providing long range program plans, goals, objectives, and milestones which serve as the basis for substantive changes in the organization, administration of programs, improvements in the effectiveness and efficiency of the workforce, and addressing key gaps in workforce supply and demand.
Develops, conducts, and evaluates surveys to measure customer satisfaction with HR products and services.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications
To qualify for the position of Program Analyst at (GS-0343-14), you must possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-13), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Recommending workforce or manning allocation in support of workforce development strategies; 2) Conducting studies to evaluate efficiency of workforce management programs; 3) Extracting data from available data systems to generate reports; and 4) Revising policies to align with strategic program goals.
