Duties

Serving as a Facilities Operations Manager GS-1640-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Facilities Operations Branch (FOB), Facilities Management Division (FMD), under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia. The primary purpose of this position is serving as the Branch Chief, Facilities Operations Branch and is responsible for directing and overseeing a program that exceeds a $2M operations and maintenance budget and is the primary for the planning, administration, and business operations for facilities maintenance, specifically at Glynco, GA and as a FLETC HQ representative, throughout a FLETC enterprise that currently exceeds 5.3 million gross square feet with a replacement value in excess of $2.5 Billion and growing. Typical duties include: Provides facilities management leadership, supervision, and guidance to the business line employees. This includes determining staff requirements, determining and approving training requirements and travel requests, developing position descriptions and performance work plans, resolving grievances and complaints, selecting, promoting, and reassigning personnel as necessary, developing and implementing procedures and internal controls and managing the assignment of work. Plans and establishes operating methods and techniques including but not limited to managing the planning of the day-to-day enterprise support and long-term construction/maintenance requirements. Responsible for robust communications and coordination activity for both internal and external stakeholders to the branch and division. Manages, directs, supervises the branch, and represents and as the leader/owner of the business line, the Division and FLETC in meetings, committees, boards, etc. involving organizations, initiatives, and processes with the broadest possible range of interests. Independently develops and provides operational and administrative support, guidance, and follow-up assessments as required.

  • This position is eligible for situational-only telework based on agency policy.
  • Must successfully pass a background investigation for Suitability/Fitness (5N Non-Sensitive, Moderate Risk).
  • Occasional travel may be required.
  • Overtime may be required.
  • This position is Emergency Essential required to sustain operations under all conditions such as in the event of a localized emergency situation ensuring Continuity of Operations for Primary Mission Essential Functions.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.

Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Directing and overseeing programs, operations and maintenance budget and planning, administration, and business operations for facilities maintenance. Directs program/project activities and a workforce staff consisting of employees including skilled craftspeople in highly diversified occupations, and persons in administrative specialties such as budgeting, and contracting. Coordinating with appropriate planning authorities to determine facilities management plans and installation priority of projects. Collaborating with the internal and external stakeholders organizing goals, and coordinate between the division business lines, other organizations. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
