Duties

Serving as a Facility Operations Specialist (Project Manager) GS-1640-9/11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in Glynco, GA. This position primarily services the Glynco training delivery point (TDP); however, the positions provide support to FLETC's other TDPs as necessary. The position reports directly to the FLETC Law Enforcement Training Venue Liaison (TVL). The primary purpose of this position is to provide project management services and complete construction and renovation projects for law enforcement training venues, as well as law enforcement training support facilities. Typical duties include: Ensuring the overall planning, execution, management, control, and coordination of assigned law enforcement training venueconstruction and renovation projects. This includes overall responsibility for planning, scoping, development, design, construction, direction, analysis, and evaluation of construction projects of varying scope and complexity. Implementing corporate decisions, guidance, laws, regulations, and policies in the development and support of projects. Assisting in negotiating and integrating all FLETC functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs and statement of works. Participating in the construction and renovation of law enforcement training venues and law enforcement training support facilities construction and renovation projects of varying scope and complexity. Performing land clearing and foundation work for construction projects. Performing various mechanical, electrical, and plumbing work on both new construction and renovation projects. Completing various insulation, waterproofing, finishes, and closures on construction projects. Ensuring all work is performed in accordance with all applicable safety regulations and building codes. Participating in controlling and managing project milestones and budgets from planning through construction and initial operations. Analyzing and recommending ways to improve project effectiveness,efficiency, and productivity. Allocating project funds to construction work activities, consistent with progress attained. Monitoring constructions to ensure that schedules and quality control is maintained. Monitoring progress, measuring performance and taking necessary corrective action to maintain agreed-upon scope, schedule, and cost. Uses performance trends to forecast potential schedule, budget, manpower, or quality issues and ensures proper resolution of issues raised. Reviewing and submitting recommendations for approval/disapproval of project scope, schedule, or cost changes. Researching all products produced in support of the project. Providing status reports on projects assigned (e.g., progress, issues, and trends) to management. Representing MRSD, serving as a primary point-of-contact with project stakeholders, including internal and external organizations. Keeping the stakeholder fully informed of project progress, issues and the resolution, and any impacts on cost.

For the GS-09: One year of specialized experience equivalent to the GS-07 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work. -OR- Completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Directly related degrees: Engineering, Business Administration, Industrial Arts, or Property Management. -OR- Combination of specialized experience and related graduate education. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience. For the GS-11: I have at least one year of specialized experience equivalent to the GS-09 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work -AND- controls and manages project milestones and budgets from planning through construction and initial operations. Also analyzes and recommends ways to improve project effectiveness, efficiency, and productivity; allocates project funds to construction work activities, consistent with progress attained. -OR- Completed a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Directly related degrees: Engineering, Business Administration, Industrial Arts, or Property Management. -OR- Combination of specialized experience and related graduate education. Only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement. For the GS-12: One year of specialized experience equivalent to the GS-11 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work. -AND- controls and manages project milestones and budgets from planning through construction and initial operations. Also analyzes and recommends ways to improve project effectiveness, efficiency, and productivity; allocates project funds to construction work activities, consistent with progress attained. -AND- Monitors constructions to ensure that schedules and quality control is maintained. Ensures all work is performed in accordance with all applicable safety regulations and building codes. Manages projects funds for acquiring construction supplies and services that fall within the purchase threshold. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Physical Demands: In addition to work required in the office, the work requires considerable physical activity while completing venue construction activities. This work requires considerable walking, standing, bending, sitting, or crouching in position that may be tiring or uncomfortable. Also works on ladders and scaffolds, which require the incumbent to work overhead or in stretched, cramped, or awkward positions. Continually handles objects weighing up to 10 pounds and occasionally may lift and carry items that weigh about 50 pounds. Work Environment: In addition to the work and duties that involve regular and recurring work on construction sites, work may be performed in an office setting. Construction site work requires use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.
