You will serve as a Production Controller (SHIPS) in the Business Operations Division, Business and Strategic Planning Office, Portsmouth Naval Shipyard Detachment-San Diego (PNSDET-SD), Point Loma Complex, San Diego, California. Vacancies may be filled at any grade level listed. Incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Duties

You will serve as liaison between the shipyard and its customers directing and managing submarine availabilities. You will analyze work capability and capacity in planning for acceptance of production work. You will serve as the lead for all matters associated with work authorizations, customer liaison, and funds administration. You will assist in determining the scope and impact of new work requests considering available funds, time, material, and productive capacity available to determine if new work will be undertaken or delayed. You will initiate action for emergency work and establish and monitor schedule compliance. You will administer funds allocated for assigned work including the oversight of estimates and expenditures and advise customers of fund status.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience coordinating all aspects of production control and shop operations. Experience with the execution of production planning processes, procedures and practices as they relate to the overhaul and repair of nuclear submarines. Experience with ships' nuclear and/or non-nuclear marine, mechanical, electrical, electronic and structural systems and components. Experience with financial management/funds administration requirements in relation to financial control of assigned projects including preparing estimates, expenditures, and providing contract administration. Experience with pricing and executing a complex work package. Experience using automated systems such as Advanced Industrial Management Program, Business Management System, and Microsoft software. FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience assisting with coordination of all aspects of production control and shop operations. Experience assisting with the execution of production planning processes, procedures and practices as they relate to the overhaul and repair of nuclear submarines. Experience with ships' nuclear and/or non-nuclear marine, mechanical, electrical, electronic and structural systems and components. Experience demonstrating knowledge of financial management/funds administration requirements in relation to financial control of assigned projects including preparing estimates, expenditures, and providing contract administration. Experience assisting with pricing and executing a complex work package. Experience using automated systems such as Advanced Industrial Management Program, Business Management System, and Microsoft software.
