This position is located within the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Criminal Investigations (OCI), Headquarters (HQS). As a Lead Information Technology Specialist, the incumbent performs a wide variety of duties related to the support, administration, design, and implementation of information technology systems in support of OCI, Center, and Agency programs.
Duties
Serve as OCI’s Lead Information Technology Specialist and technical authority performing a wide variety of duties related to the support, administration, design, and implementation of IT systems in support of OCI.
As a Team Lead, communicate the organization’s strategic plan, mission, vision and values to the team and integrating them into the team's strategies, goals, objectives, work plans and work products and services.
Prepares progress reports, briefings, presentations, training documentation, and other materials which support findings and conclusions.
Leads a vital desktop customer support operation responsible for providing all aspects of expert technical assistance and professional customer support.

Qualifications
The position of Lead Information Technology Specialist falls within the 2210 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 06/13/2024.
Time-in-Grade Requirement: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the GS-13 or equivalent in the Federal service).
Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience Requirement: Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Experience includes: leading, managing and directing IT project teams, delivering project results within the constraints of the schedule and resources; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; and experience in systems/hardware/infrastructure/security design and modification to devise computer-based applications.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
