In this position you will serve as a mission planning specialist playing a key role in the daily execution of flight developmental test and evaluation missions.

The primary duties required are those necessary for the journeyman planning, provisioning, executing, evaluating, and reporting of testing of aircraft and their mission planning systems and capabilities.
Incumbent is responsible for the management, maintenance, and administration of classified and unclassified information systems, devices, and computers to ensure compliance with applicable DoD and USAF requirements.
Incumbent participates in, and assures integrated test program support for design reviews, Test Plan Working Groups (TPWG), and other\test planning activities.
The incumbent develops and applies appropriate and innovative analysis methods and techniques to the evaluation of the system under test.
This position develops, prioritizes and reports on organization performance goals and objectives.
Team building will be employed to provide an integrated evaluation of the weapon system under test, continuous improvement in the evaluation process, and best response to the needs of the customer.
Incumbent helps to ensure implementation of appropriate technical, safety, and security policies.
Coordinates with discipline engineers to plan flight test missions for test execution.
Communicates, builds relationships, and participates in teams.
Conducts developmental test and evaluation of mission planning systems (hardware and software) integration to include test planning, investigating problems, data analysis, technical test reporting, and deficiency reporting
Performs mission planning database files downloads and system updates to keep mission planning systems and aircraft aeronautical data current
Provides mission planning subject matter expertise to the developmental test and evaluation team. Maintains a working knowledge and understanding of Technical Orders and aeronautical charts and data
Maintains current knowledge of computer operating systems, networking, and DoD computer security practices
Provides training to new engineers on mission planning requirements and software, as needed
Position specific skills and experience desired in a potential candidate:
- 5 years of military aviation experience as a rated pilot, navigator, CSO/EWO, or related position desired
- 3 years of conducting manual or automated mission planning procedures and techniques desired
- 3 years of software troubleshooting experience desired
- Familiar and/or proficient with Joint Mission Planning System (JMPS) desired
- Previous system test experience desired
- Bachelor of Science degree in aerospace or aeronautical engineering desired
- Previous experience planning missions for ISR, RPA, tanker, airlift, fighter or bomber aircraft desired

- Security clearance requirements are based upon actual position being filled.
- This is a designated Drug Testing Position
- Obtain and maintain CompTIA Security+ certification or higher within 6 months of hire
- Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed “Unscheduled Telework.
- This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
- Up to 25% Travel possible
- Information Assurance (IA) Certification may be a condition of employment. This position includes information assurance duties as a paramount occupational requirements.
- Per DoD 8570.01-M, the incumbent of the position must attain the appropriate I certification within six months of assignment of duties.
- A waiver of this six month requirements may be granted per DoD 8570.01-M, C3.2.4.3. Failure to achieve the required IA certification may result in reassignment from this position.
- This position requires at least a SECRET level security clearance and may require the ability to obtain and retain a TOP SECRET security clearance with special access.
- This position may require some flying as a flight test engineer. This position, although performed in the general office environment, may require frequent CONUS and/or foreign travel away from the AFTC for periods.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences Applicants must have is 5 years of military aviation experience as systems under test include electronic warfare, radar, night vision, surveillance, optical, sensor fusion, virtual training, electronic countermeasure systems, and other avionics disciplines. Interaction with, and an understanding of, other disciplines to include human system integration, mission suitability, flight dynamics, flight controls, avionics, and modeling & simulation.
- Must have knowledge of computer system operations to include hardware and software, such as AF active directory tools and resource administrator tools, and detailed familiarity with the configuration of security permissions for files, folders, and groups to effectively apply the concepts, principles, and techniques of mission planning
- Must have knowledge of the basic and journeyman level methods and techniques of managing information systems, managing computer system resources, developing project schedules, managing customer relations issues, applying journeyman level troubleshooting techniques, and evaluating computer hardware or software products

KNOWLEDGE, SKILL, AND ABILITIES
1. Knowledge of computer system operations to include hardware and software, such as AF active directory tools and resource administrator tools, and detailed familiarity with the configuration of security permissions for files, folders, and groups to effectively apply the concepts, principles, and techniques of mission planning.
2. Knowledge of the basic and journeyman level methods and techniques of managing information systems, managing computer system resources, developing project schedules, managing customer relations issues, applying journeyman level troubleshooting techniques, and evaluating computer hardware or software products.
3. Ability to plan and organize work and coordinate with other test disciplines.
4. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
5. Ability to maintain good working relations and to provide technical leadership and project management oversight.
6. Ability to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications, presentations, technical report preparation, and administrative aspects of flight test programs.
