Duties

You will serve as the principal advisor to the JAG and CNLSC on inspections, investigations, audit, and review matters leading reviews, inspections, investigations, and other inquiries. You will report directly to the Judge Advocate General (JAG) and Commander Naval Legal Service Center (CNLSC) in Washington, D.C and will be the senior civilian in the OJAG and NLSC Inspector General (IG) Office. You will be responsible for overall command management oversight of OJAG and NLSC commands. You will investigate, evaluate, or inquire into and report on any matter that affects the command/management systems within OJAG and NLSC. You will advise on the state of readiness and efficiency of command field activities and their effectiveness in meeting Warfighting requirements. You will perform Program Management and Planning and provide active leadership and coordination for office programs. You will recommend policies for activities to promote economy, efficiency, and effectiveness, and to prevent and detect fraud, waste, and abuse in the administration of programs and operations. You will manage Hotline Programs for OJAG and NLSC to include internal and assigned investigations. You will provide assistance to individuals who file complaints or make requests for information. You will serve as a Senior Investigator as primary or secondary investigator on hotline cases approved for an IG inquiry/investigation or command-directed investigation. You will initiate investigations into any matter throughout the claimancy, as deemed appropriate or as directed by the JAG, CNLSC, NAVINSGEN, or other higher authority. You will direct and/or provide the full range of technical and administrative guidance to personnel. You will perform supervisory duties encompassing the full spectrum of personnel management.

Qualifications

There is a Selective Placement Factor for this position. Your application must show that you meet the following: 1) You are a member in good standing of the bar of a State of the United States or a Territory of the United States or sufficient proof that the same has been requested with the appropriate licensing authority. 2) You have a Juris Doctorate degree, or higher level law degree, from an American Bar Association accredited law school. In addition to meeting the Selective Placement Factor, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1.) Applying a wide range of investigative methods and procedures to manage a hotline program and conduct administrative or IG investigations of sensitive and complex matters as the lead investigator. 2) Researching and analyzing highly complex, substantial, and/or unfamiliar matters to prepare and present executive level reports and briefs which are relied upon to initiate corrective actions, ensure compliance, and make significant improvements to operations and readiness. 3) Preparing and writing complex briefs and reports 4.) Orally communicating to effectively present ideas clearly and convincingly, with tact, diplomacy, and astute judgment, and to communicate and interact with senior management to provide expert advice and assistance on areas of responsibility. 5.) Planning, coordinating, and leading the work efforts of other individuals from different organizations to effectively execute programs and conduct inspections, investigations, and other assignments. 6.) Independently establishing workflow and procedures, determine work to be accomplished, set work priorities, and balance competing demands as an individual or leader of a team to perform effectively under time pressure and meet deadlines. 6.) 7.) Using management information systems/office automation applications, principles, and practices and skill in use of office automated equipment and a wide range of standard office software applications and databases in order to manage programs, analyze data, and draft reports. In order to meet the Selective Placement Factor you must provide:
