About the Position: Incumbent will serve as a Human Resources Specialist compensation subject matter expert for the Defense Health Agency (DHA). The established duty location for this position is either Falls Church, VA or San Antonio, TX. This is not a remote position. Locality pay will be added to the salary once the duty location is established for either Falls Church, VA or San Antonio, TX. Student loan repayment may be authorized.

Duties

Serve as the Defense Health Agency's (DHA) senior human resources representative and voting member on the Physician and Dentist Pay Plan (PDPP) Board ensuring current and valid internal and external market pay data are available to the PDPP Board. Analyze, interpret, and/or implement Federal law, regulations, policies, and agency or Service-specific guidance involving compensation administration to determine the impact to the DHA healthcare readiness mission. Provide expert advice to executive and senior leaders, managers, and/or program managers on the use of Federal compensation flexibilities required to recruit, manage, and retain employees in critical healthcare occupations. Provide policy guidance on a wide range of compensation programs such as The Federal Employees Compensation Act (FECA), Recruitment, Relocation, Retention Incentives, Title 5 Special Salary Rates, and Title 38 Additional Pay Authorities. Participate in strategic healthcare planning focus groups, task groups, or action teams to develop recommendations/solutions for implementation of new compensation initiatives unique to the Military Healthcare System. Assist and provide guidance to DHA Networks on DHA compensation policies and issues promoting the development and execution of agency-wide compensation program objectives. Formulate civilian personnel management policy, and conduct analysis, coordination and evaluation for preparedness, response and strategic planning in support of the DHA mission and vision for the management of civilian personnel. Perform the full range of delegated supervisory duties to include planning/assigning work, setting and adjusting short- and long-term priorities, performance management, interviewing/making selections, effecting minor disciplinary actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes 1) applying federal civilian human resources regulations, policies, and guidance involving compensation administration; 2) providing advice on compensation flexibilities (e.g., Physician and Dentist Pay Plan (PDPP), Relocation, Retention, Recruitment Incentives, Title 5 Special Salary Rates, Title 38 pay authorities, etc.); 3) conducting studies and analysis in various compensation areas, such as compensation statistics and market analysis; 4) reviewing and analyzing proposed legislation for potential impact on the agency's pay policies/programs; and 5) participating in task/focus groups to develop recommendations/solutions for new compensation initiatives impacting the Military Healthcare System (MHS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compensation ManagementPartneringStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
