Qualifications

To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as using analytical and evaluative techniques to assess productivity, effectiveness, and/or efficiency of program operations; presenting findings and recommendations to managers or other senior staff; preparing project papers, staff reports, and oral briefings of findings; advising senior staff in the development and review of program guidelines and policies and coordinating with others to plan for project deliverables and to set goals and objectives.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as using analytical and evaluative techniques to assess productivity, effectiveness, and/or efficiency of program operations; presenting findings and recommendations to managers or other senior staff; preparing project papers, staff reports, and oral briefings of findings ; establishing criteria to measure and/or predict attainment of program goals or objectives; serving as an expert in policy and program development and management; and coordinating with others to plan for project deliverables and to set goals and objectives.

Ability to research and apply qualitative and quantitative analytical techniques to examine organizational guidelines and evaluate complex situations.
Ability to develop, plan, and attend meetings with internal and external groups to further program goals.
Ability to coordinate planning for project deliverables and to set goals and objectives.
Knowledge of pertinent laws, regulations, policies, directives, and/or precedents which affect the use of program and related support resources.
Skill in written communication.
Skill in oral communication.
Ability to review, develop, analyze, monitor, and interpret conflicting data.
Knowledge of a standard range of methods used to gather, analyze, and evaluate information concerning management and administrative processes, draw conclusions, and recommend appropriate action.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
