Duties
You will serve as the Department of Navy’s (DoN) senior legislative coordination official for the Office of the Secretary of the Navy (Secretariat), the U.S. Navy (USN), and the U.S. Marine Corps (USMC)
You will manage the overall development and coordination of the SECNAV legislative program’s processes and procedures in support of the Department of Defense’s (DOD) annual National Defense Authorization Act (NDAA) legislative program.
You will serve as the central point-of-contact within the Department of Navy for legislative processes, procedures, and coordination that control the SECNAV’s annual legislative program.
You will serve as the DoN’s primary point of contact to resolve questions arising from the Office of the Secretary of Defense (OSD), DOD components, the Office of Management and Budget (OMB), and Congress concerning the DoN’s legislative initiatives.
You will oversee the establishment, development, planning, and maintenance of a broad range of policies, programs, and processes related to the DoN’s legislative program
You will manage the Under Secretary of the Navy’s annual Legislative Summit
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing complex legislative authorization proposals, the annual National Defense Authorization Act, and congressional hearing reports
Experience analyzing legislative proposals to ensure they comply with legal and budget requirements
Experience providing expert advice on the legislative process
Experience drafting, coordinating, and presenting responses to congressional inquiries
Experience reviewing and tracking Presidential Proclamations to determine substantive content and purpose
