The incumbant serves as the senior staff advisor to the Director, Office of OSH Occupational Safety and Health program Office.
Duties
Communicated with persons and/or groups within and outside of the facility and has the ability to manage and resolve conflicts.
Acts as a liaison between the facilities and the Department of Labor’s Occupational Safety and Health Administration.
Provide guidance and counsel to safety stakeholder program managers regarding their responsibilities and requirements under the Occupational Safety and Health (OSHA) Act.
Maintains comprehensive and current knowledge of the Department of Labor OSHA rules, regulations, standards and maintains a working knowledge of Departmental OSH existing processes and procedures utilized by VA stakeholders.
Develops training material on varied Occupational Safety and Health topics. Speaks before audiences, 10 or more, regarding occupational safety/health at an authoritative level.
Assists with written work product designed for allocating safety resources, establishing occupational safety/ health safety metrics, goals, objectives, and priorities.

Qualifications
Specialized Experience:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves. (1) Provides expert integrated experience for formulating and executing national policy and assuring safe and occupational healthful working conditions are being implemented throughout the organization. (2) Ability to develop and updated existing Department wide safety policies in accordance with OSHA regulatory guidance. (3) Ability to report status of safety program and any associated issues to the Director, Occupational Safety and Health on a weekly basis. (4) Ability to anticipates organizational safety training needs; in coordination with stakeholder Program Managers and makes recommendations to the Director Occupational Safety and Health for consideration. (5) Ability to communicate effectively with senior leaders and programs professionally.
Education
There is no educational substitution for the GS-13 level.
