You will serve as a Construction Management Specialist in the Capital Improvements Business Line of Naval Facilities Engineering Systems Command (NAVFAC) Washington.
Duties
You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the
administration of construction and support contracts..
You will manage the contractor Requests for Information (RFIs) and ensuring timely responses
You will utilize knowledge of construction safety principles and practices in administration of assigned projects to mitigate any safety incidents
on projects.
You will assist in negotiation of contract modifications to the extent possible and within designated thresholds under the direction of the
Contracting Officer to ensure the most fair and reasonable cost is determined.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes
continuously for the duration of the work shift.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report,
OGE-450, within 30 days of appointment
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using knowledge of construction trades to provide recommendations regarding construction materials, tools, and equipment used for facilities maintenance; 2) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 3) Using information systems to manage and upload construction material and equipment data; 4) Reading and interpreting blueprints, work orders, and schematics to determine the extent to which parts, materials, tools, and equipment are interchangeable; and 5) Making purchases for an organization to acquire the needed construction supplies and parts for structures and equipment.
