This position is located in the Business Office of the VA Southern Oregon Rehabilitation Center and Clinics, reporting to the Business Management Officer.
The Program Applications Specialist serves as an integrator that coordinates business processes and software functions. The incumbent provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business office and affects programmatic changes at the facility level.
Duties
Major duties include, but is not limited to:
Coordinate ongoing data collection and perform analysis to determine optimal organizational performance.
Use available data to determine current performance and develop and implement local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies of Business Office practices.
Develop initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner.
Identify system inefficiencies and develop studies or data collection techniques related to specific identified problems.
Research problems that impact the quality and efficiency of Business Office operations.
Responsible for the coordination, planning, implementation, and training for service and facility staff in business and functional areas for various information technology.
Provide training and troubleshooting in business processes and associated supporting software.
Plan initiatives for hardware and software needs.
Prepare and implement business contingency plans for system failure.
Ensure data is being captured and reported accurately and appropriately.
Maintain records, prepare project administrative and statistical reports, assure compliance with review process and monitor compliance with program requirements.
Contribute to the professional growth and development of effective teams and individuals on the team and ensure that staff is trained in Business Office principles and technical uses.
Perform other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet Specialized Experience and Time-In-Grade requirements within 30 days of the closing date of this announcement, 06/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting and analyzing data to make recommendations regarding the efficiency and effectiveness of a program; assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance; assisting with the oversight of a variety of software programs; and providing training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, but it typically requires walking, standing, bending, and employees may carry light items such as books, instruments, lap tops and other similar materials.
