This position is located within the Health Administration Service at the White City VA Medical Center in White City, OR. This position has the authority and responsibility to represent the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties

Duties include, but are not limited to, the following:
Coordinates the resolution of medical legal problems concerning the medical center;
Provides administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions in charge after hours;
Directly intervenes with problems regarding patient activity, directing and advising clinical staff of appropriate administrative action;
Assists in responding to emergencies and determines priorities and nature of action to be taken;
Observes for safety, potential problems, and takes corrective action;
Coordinates non-routine contacts received at the medical center after regular operating hours;
Maintains good public and media relations;
Acts as an advisory resource to all personnel assigned to other than normal tours of duty;
Prepares daily Gains and Losses Sheet;
Maintains current bed inventory utilizing BMS (Bed Management System) software;
Conducts analytical studies on operational processes, issue topics, or related special projects;
Performs other duties as assigned
Work Schedule: Various tours of duty are available; Work schedules will be discussed during the interview process

Qualifications
To qualify at the GS-9 grade level, you must also meet at least ONE of the following Minimum Qualification requirements:
Specialized Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is providing administrative authority, guidance, and decision making for efficient operation of a medical center; conducting analytical studies on operational processes; and providing technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ~OR~
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must possess a master's or equivalent degree OR 2 full years of progressively higher level graduate education leading to such a degree. Combination: Applicants may also combine education and experience to qualify. You must have a combination of specialized experience and education beyond 1 year of graduate level education. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires walking through the medical center and lifting objects such as suitcases, clothing, or medical charts. Work is accomplished in a busy, generally congested office area. The position routinely goes to most sections and buildings, including offices, clinics, wards, laboratories and the morgue.
