The incumbent serves as the Member Services Manager for the Business Office and provides
and oversight of the day to day operations of this diverse unit. The incumbent is directly responsible for supervision of a diverse administrative staff. The Incumbent serves as the Program Manager for Member Services and is the facility designated Enrollment Coordinator, the Fugitive Felon Program Manager, the My HealtheVet Program Manager and administrative oversight of VA Registries.
Duties
Major duties include but is not limited to:
Provides a high level of administrative support to the Business Office and to Clinical Services and is responsible for Decedent Affairs Operations
Provides leadership in the accurate completion of Veteran applications for VA health care and the administration of applicable benefits for the Enrollment Office
Provides training and information related to the various programs housed under Member
Services every other week during all station New Employee Orientation
Coordinates and ensures timely eligibility verification of all applications for residential treatment, outpatient medical care, visitor reception, entitlement determinations to care by VA, means test and co-pay tests, and all demographic data of enrolled veterans
Responds directly to inquiries from regional and national Health Eligibility Center (HEC)
Has oversight of the My HealtheVet Program including Veteran enrollment and training/role
assignment for secure messaging
Creates administrative and clinical training and awareness for the responsibilities and national requirements for responsiveness by all VA personnel
Provides administrative guidance to the Patient Transfer Coordinator in assuring patient
transfers from non-VA facilities to VA facilities are completed timely, appropriately and efficiently
Coordinates and supports mechanisms for successful data capture; responsible to ensure accurate, timely and consistent data is entered into VISTA
Ensuring timely responses to the Health Eligibility Center's (HEC) inquiries
Acts as official liaison in direct contact with veterans, professional staff, employees and others to ensure programs are operating in accordance with VA directives
Implements provisions of specific public laws, which establish income-based (means test) eligibility determinations
Initiates formal request for filling vacancies or additional personnel to meet workload requirements
Provides advice/assistance to patients and general public on all phases of Health Care
Programs
Assists in preparing, developing and reporting budget estimate requirements as needed
Responds to congressional inquiries regarding Veteran concerns or complaints
Analyzes the impact of policy changes within SORCC as well as national, state and local health policy changes on workload, resources, and demand for enrollment
Develops standard operating procedures, memoranda and establishing guidelines for all programs under the Enrollment Office as well as other aspects of the Business Office
Provides forecasts for department appropriation needs including outreach activities
Coordinates division budget review and forecast
Reviews annual budget needs for assigned areas, prepares budget documents and presents proposed changes to leadership
Reviews, analyzes and submits all required monthly, quarterly and annual reports and statistical information for assigned areas
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzes benefits data or related data to develop reports, and participating in the management of a health care delivery system; develops, analyzes, evaluates, advises and improves the effectiveness of work methods and procedures; monitors budget allocation and execution; Develops business plans, establishes measurable goals and objectives . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Transcript Required. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond the first year of graduate study (18 Semester hours). Transcript Required.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, analyzes, evaluates, advises and improves the effectiveness of work methods and procedures; Supervises subordinate staff, assigns work, addresses disciplinary issues, and signs timecards; Analyzes the impact of policy changes, national, state and local health policy changes on workload, resources, and demand for enrollment; Coordinates and ensures timely eligibility verification of all applications for residential treatment, outpatient medical care, visitor reception, entitlement determinations; Provides administrative guidance to the Patient Transfer Coordinator in assuring patient transfers are completed timely, appropriately and efficiently; Ensures accurate, timely and consistent data is entered into the system; Acts as official liaison in direct contact with veterans/patients, professional staff, employees and others to ensure programs are operating in accordance with directives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
