This position is located in the Bureau of Consular Affairs, Passport Services, Office of Management and Systems Liaison, Data Sharing Division (CA/PPT/S/MSL/DS). This position involves information gathering, analysis and evaluation, data sharing, and program development that leads to the effective and secure accomplishment of Passport Services mission.    

Duties

Performs both supervisory and headquarters-level non-supervisory assignments for the purpose of information gathering and data sharing with external agencies. Initiates and manages relationships with outside partners and develops organizational policies and long-term goals based on established working agreements that will assist Passport Services in the mission of adjudication and issuance of passports. Reviews and analyzes current and proposed policies, standards, and criteria within assigned functional areas to determine whether these are in consonance with Departmental policies, directives, and applicable laws. Actively participates in the development of systems of data storage and usage covering assigned facets of Passport Services operations.. Monitors the execution of current year operating plans within assigned functions in order to track progress and identify deviations. Prepares periodic and one-time reports to management outlining progress or significant deviations or shortfalls.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience monitoring compliance programs; Experience maintaining liaison with bureaus, other government agencies and non-governmental organizations; Experience in program and project management, administering short and long-term projects and reporting on their impact; Experience providing leadership, consultation, advice, and direction with executive level communication skills. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
