This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
Performs independent planning, troubleshooting, and method development in the technical support of reference materials and biological research that is critical for the functioning and priorities of the Applied Genetics groups' forensic and clinical activities. Independently designs sequencing and molecular biology experiments to characterize and evaluate data for the analysis of genomic DNA. Assesses, procures, and implements new emerging methods and instrumentation related to the quantification and sequencing of genomic DNA. Coordinates the training of new staff with lab methods and protocols as well as training existing staff with new methods and instrumentation. Consistently and independently maintains the laboratory workspace in compliance with NIST safety policy and advises group- and division-level management on needed updates and improvements. Understands and implements the guidelines and polices of the NIST Quality System required to produce reference materials.

Individual Occupational Requirements
Basic Requirements
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
IN ADDITION TO THE BASIC REQUIREMENTS OUTLINED ABOVE:
To qualify, applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-9 grade level (ZP-II for NIST). Specialized experience is defined as experience conducting a wide range of molecular biology techniques and data relevant analysis. This experience must include the following activities:
(1) participating in the research and data analysis process, including problem identification, planning, and execution; (2) performing next generation sequencing methods i.e. PCR, library preparation, sample purification, and operation and maintenance of sequencing platform;
(3) generating data visualization outputs such as tables, charts and graphs;
(4) performing digital PCR methods for the quantification of DNA targets.

A combination of education and experience.
