This position is located in the Government Accountability Office (GAO), Infrastructure Operations (IO), Facility Management and Services (FMS). FMS plays an integral role in the daily operation and maintenance of the historic GAO Building. Additionally, FMS oversees lease agreements and building services at GAO field offices and manages the Health and Safety Unit. FMS is divided into three branches: Property, Facilities, and Shared Services and Mail.
Duties
As a Facilities Operations Specialist your typical work assignments may include the following:
- Serves as Project Manager (PM) for smaller non-controversial projects or assists Senior Project Managers with larger more complex projects.
- As the PM or in coordination with a senior PM, be responsible for the overall management, control, coordination and execution of assigned projects.
- Will be involved or as the project team leader, implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
- Negotiates and integrates all organizational functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies commitments in support of assigned project into a comprehensive management plan. Within this plan, integrates Executive/Congressional schedules and criteria and establishes project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
- Responsible for obtaining and maintaining the agency commitment to the management plan.
- Develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials to customer agencies and tenants at facilities managed.- Works closely with agency personnel, customer agency personnel and contractor in the planning, design, renovation, construction, alteration, operation, maintenance and repair of assign buildings.
- Performs contract administration, quality assurance and inspection duties related to assigned facilities.
- Performs or initiates alterations via lease supplement, modification for services, and other actions pursuant to final contracting officer determinations.
- Exercises full responsibility and authority for the day to day portions of a designated building or groups of buildings within the agency.
- Identifies and recommends major repair and alteration projects' needs.- Provides accurate budgetary data as it relates to major program activity.
- Working knowledge and experience with using qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of programs.
- Within the scope of the GAO Health and Safety program, conducts facility safety and environmental compliance inspections and monitors compliance with safety and environmental regulations.
Qualifications
Minimum Qualification Requirements:
You must have at least 1 year (52 weeks) of specialized experience equivalent to the GS-13 grade level/PT-II Band in the Federal service that demonstrates your ability tosuccessfully perform the duties of the position. Specialized experience is defined as, experience managing facility operations and building equipment in commercial office buildings, including maintenance activities, planning repair programs and drafting scopes of work for evaluating contractor performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
