National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
Duties
Provides expert advice, guidance, and recommendations for courses of action to leadership, staff, and faculty for accomplishing annual and long-range objectives for the administration and management of the international students' programs.
Analyzes administrative requirements for International Fellows in order to develop, plan, and establish program milestones.
Ensures processes and procedures are established to effectively coordinate and/or acquire missing information and resolve problems for incoming and outgoing International Fellows.
Serve as the NDU policy expert for Security Assistance/Security Cooperation Training program matters. Subject matter expert regarding related personnel administration, training modifications, and program management issues and concerns.
Oversee budget formulation, management, execution, and reporting for all program operations, as well as logistical and civilian pay costs incurred by ISMO and NDU in support of international student programs.
Forecast and develop ISMO's budget plans, validating spending priorities with ISMO leadership, and submitting International Students Program spending plan to the NDU Resource Management Division (RMD) for funding.
Requirements
- Must be a U.S. Citizen or National
- Must obtain and maintain a Secret security clearance to occupy a Noncritical Sensitive position.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Qualifications
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized Experience is defined as: experience with program administration and execution and financial planning.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service. Specialized Experience is defined as: experience overseeing overall planning, direction and timely execution of programs; financial planning and management, including budget formulation; and managing a work unit.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience for this grade level.
