About the Position: Serves as a Program Manager (Deputy Director) providing professional judgment, initiative, and executive leadership while directing, coordinating, molding, and representing Center of Military History and TRADOC programs and initiatives. Guidelines consist of policy guidance from higher headquarters, DOD and DA regulatory issuances, and applicable Federal and state laws.
Duties
In close coordination with the Executive Director, plans for short and long-term operations for the agency.
Serves as the Deputy Executive Director with direct responsibility for the daily responsibility of an organization.
Ensures actions are consistent with overall direction and resourcing capabilities.
Participates with other managers in setting organizational goals.
Ensures equity of performance standards and rating techniques developed by subordinates.
Coordinates Agency’s annual programming, Planning, Budget, and Execution (PPBES) processes
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One-year supervisory probationary period may be required.
- .Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials.

Specialized Experience GS-15: One year of specialized experience which includes developing long and short-term organizational plans, goals and objectives; identifying requirements initiating requests for additional resources such as personnel, training, information technology, overtime, equipment, supplies, contract support and/or facilities; leading change in an organization to include development of organizational vision, and/or implementing policies and procedures; coordinating activities of an administrative staff to meet the needs of headquarters and/or directorate; advising and/or providing analytical support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
