This position is located at Bureau of Engraving and Printing, within the BEM Support Division. As a Program Analyst, you will be designing, developing, and implementing special studies to evaluate processes used to provide test notes and other support to the Banknote Equipment Manufacturer's (BEM) Support Division. The Program Analyst is responsible for analyzing data related to BEP internal processes and stakeholders for the purpose of improving effectiveness and efficiency.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Collect, analyze, and evaluate data related to BEP-internal processes for supporting BEMs and stakeholders for the purpose of improving the effectiveness, efficiency, and productivity of BEM support including: customer support of BEMs and tracking responsiveness; communication to support readiness upon issuance of new currency designs.
Recommend information that can be gathered from BEM companies using methods that satisfy the standards in the Paperwork Reduction Act; works with Division Manager to implement approved recommendations.
Serve as primary point of contact for companies seeking initial BEP-authorization; logs all requests per procedure, collects, analyzes, and evaluates data related to the BEP authorization/reinstatement process and BEP-authorized BEMs.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience developing special studies, surveys or tests to evaluate processes that support an organization's deliverables; AND
- Performing quantitative and qualitative trend analysis to prepare reports; AND
- Developing and making recommendations to revise and improve procedures and techniques keeping in compliance with existing regulations; AND
- Experience maintaining effective working relations with internal and external stakeholders.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Experience participating in special studies, surveys or tests to evaluate processes that support an organization's deliverables; AND
- Performing quantitative and qualitative trend analysis to prepare reports; AND
- Developing and making recommendations to revise and improve procedures and techniques keeping in compliance with existing regulations.
Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
- Experience participating in special studies, surveys or tests to evaluate processes that support an organization's deliverables; AND
- Performing quantitative and qualitative trend analysis to prepare reports; AND
- Coordinating policies and methods for management review consideration.
OR You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degreeOR3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related.
OR You may qualify on a combination of education and experience.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. For the GS-12, you must have been at the GS-11level for 52 weeks. For the GS-11, you must have been at the GS-09level for 52 weeks.
