The primary purpose of this position, Configuration and Data Management Specialist, GS-0301-12 is to perform specific portions of configuration, data, engineering data, STINFO, airworthiness and deficiency reporting management tasks in support of a Division/Branch within a Directorate life cycle management organization.
Duties
Perform Configuration Management (CM) tasks in support of a United States Air Force (USAF) or Foreign Military Sales (FMS) life cycle management organization.
Perform Data Management (DM) tasks in support of a USAF or FMS life cycle management organization.
Perform engineering/technical data management tasks in support of a USAF or FMS life cycle organization.
Perform Deficiency Report {DR) Management tasks in support of a USAF or FMS life cycle management organization.
Perform all duties in a professional manner, supporting management and users of process outputs, providing advice and assistance as required.

- Work is mostly sedentary. Workloads are cyclic and may require intense concentration for several hours at a time. Configuration audits, reviews, and meetings at contractor sites require TDY.
- WORK ENVIRONMENT: Most work is performed in an office setting.
- Selectee may be required to serve a probationary or trial period.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of weapon systems/subsystems and equipment specifications to include engineering drawings and contractor engineering control/release processes. Understanding of systems and equipment specification use and maintenance. Knowledge of Configuration Management, Engineering Data, and Contractor Data Management that includes deficiency reporting requirements, contractor cost/pricing techniques as related to proposals, Engineering Change Proposals and Contract Change Proposals, the Wing structure and contractor operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of configuration, data, engineering data management, STINFO, airworthiness and deficiency reporting requirements as specified in law, policy, military/industry specifications and standards and organizational directives, as required by the duty.
Knowledge, skill and ability to apply analytical and evaluative methods to determine efficiencies and effectiveness of configuration and data management Integrated Data Environment (IDE) systems.
Knowledge of engineering drawings and contractor engineering control/release processes.
Understanding of contractor estimating/pricing techniques as related to proposal evaluation.
Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management, and audits.
Knowledge of the Center/Directorate/Division/Branch structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures.
Ability to plan, organize and chair conferences, audits and board meetings.
Skill in developing corrective actions for observed discrepancies.
Familiarity with policies and issues pertaining to priority rights in data.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
