Duties

If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Regional Program Manager duties within the Department of Health and Human Services/Administration for Children and Families/Office of Head Start. Typical work assignments include: Providing senior leadership and supporting program direction to accomplish efficient, effective funding and oversight of grantees and regional operations. Managing the implementation of Office of Head Start (OHS) national policies and procedures and recommending strategies and approaches to improve overall performance consistent with priorities, goals, and policies of assigned programs. Managing the process of reviewing and negotiating grant applications and proposals and, when appropriate, directly enters into negotiations. Identifying the need for program and management improvements and recommending methods and resources to expand or improve the quality of services and/or avoid inappropriate program or management practices. Directing an ongoing program of internal controls to assess the effectiveness of the Office of Head Start (OHS) regional staff in carrying out its program responsibilities, as well as to assess program progress, identifying problem areas and developing program plans to alleviate such problems.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1) Overseeing early childhood development program operations and ensuring compliance with Federal laws and regulations; 2) Communicating and collaborating with internal and external partners about upcoming policy updates forearly childhood development programs; 3) Developing, implementing, evaluating and improving processes and procedures to monitor and improve the effectiveness, efficiency, and productivity of early childhood development programs; 4) Developing connections and partnerships with different agencies and organizations to expand early childhood development program services. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
