Duties
This position supervises the Planning and Estimating (PE) Branch at the Coast Guard Yard in Baltimore MD (Yard). The PE Branch reviews and assigns work to shops by developing project work breakdown structures and estimates. The branch writes and assigns tasks for 450 production employees and 50 service contractors and identifies and procures logistics and material support. Incumbent is assigned as Chief, PE Branch reporting to the Chief, Planning, Estimating, Scheduling and Business Management Division. Assigns and supervises the day-to-day activities of the PE staff. Serves as the Yard’s primary representative for planning and establishing projects with customers.

Qualifications
To qualify for the GS-13, applicants must possess one year of specialized experience equivalent to the GS-12 level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience includes:
Monitoring and evaluating progress for shipbuilding contracts.
Monitoring the development and installation of ship systems.
Conducting onsite reviews and surveys to evaluate a shipbuilder's technical compliance to requirements and regulations.
Conducting studies and preparing engineering economic analyses of equipment planned for replacement, plant layout, material handling coordination, quality control planning tool designing, and industrial engineering.
